You should have received a letter from Susan Combs, Texas Comptroller of Public accounts announcing the allocation of $45 million to cities and counties (based on population) From American Recovery and Reinvestment Act (ARRA) through the State Energy Conservation Office (SECO) as part of the Energy Efficiency and Conservatin Block Grant (EECBG) program.
